During the Public Accounts Committee session on water management, James challenged the Chief Executive of Ofwat, the water regulator, over action to tackle the 3 billion litres of water leaks everyday; in 2001 the amount was at the same level.
Water companies have committed to a reduction of 16% reductions in leakage over the next five years.
James called for financial penalties and strong action to hold companies to account.
